GREEN NETWORK SUPERVISOR
$73,868.00 - $118,085.00 Annually

The Baltimore Office of Sustainability (BoS) in the Department of Planning (DoP) is seeking qualified individuals to fill a vacancy for a Baltimore Green Network Supervisor. Only those who apply and are certified (placed on the eligible list) by the Baltimore City Department of Human Resources can be considered for this vacancy. Those who have experience in other Planning specialties (e.g., land use, community, historic preservation, etc.,) are also encouraged to apply at this time, since upcoming vacancies may arise throughout the year for other Planning positions, which can only be filled by those placed on the eligible list.

ESSENTIAL DUTIES:
- Guide overall strategy for implementation of Baltimore Green Network (BGN) plan.
- Work with other planners, city agency partners, nonprofits and residents to implement pilot projects and priority corridors.
- Lead efforts to implement work identified in the ‘Nature in the City’ sections of 2019 Sustainability Plan (forthcoming) including related to green infrastructure, water in the environment, and biodiversity.
- Identify and implement maintenance strategies for greening projects including process for monitoring performance.
- Develop and execute BGN operational and capital budget; research grant funding opportunities and coordinate submission of grant proposal narratives, applications, and supporting documents.
- Track BGN success metrics for annual reporting.
- Develop robust community outreach strategies during every phase of projects to increase community engagement, partnerships, and collaboration and raise awareness and participation; lead intra- and inter-agency and partner coordination on BGN work program and for select areas of 2019 Sustainability Plan implementation and
accountability.
- Establish and maintain relationships with residents, community leaders, non-profits, institutions, and other stakeholders that are working on community greening in Baltimore.
- Direct work activities of the Baltimore Green Network Team; evaluate staff performance and provide timely feedback.
- Other related work as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of best practices and co-benefits in community greening, green infrastructure, maintenance and stewardship of greening projects, and storm water management.
- Additional knowledge of one of the following areas is preferred: transportation, children in nature, and/or workforce development.
- Knowledge of the principles and techniques of urban planning.
- Knowledge of community engagement best practices. Experience working closely with historically underserved communities. Experience working closely with communities in an urban setting is a plus.
- Demonstrated project management experience and knowledge of greening project design, permitting and construction techniques.
- Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.
- Demonstrated experience leading and motivating a team, especially one working to implement new and innovative programs.
- Ability to work independently and be proactive in identifying opportunities and issues, as well as take direction and work collaboratively with others.
- Ability to work collaboratively with a diversity of people, including personnel from other City as well as state and federal agencies, developers, and the general public.
- Skill in facilitating meetings, workshops, and public presentations, and ability to manage committees and working groups.

MINIMUM QUALIFICATIONS:
On or before the date of filing the application each candidate must:
- Education - Have a Master's degree in urban or regional planning, sustainability or environmental studies, public administration, public health, emergency planning, transportation or a closely related field from an accredited college or university.
- Experience – Have five years of experience in performing urban, regional, transportation, environmental, sustainability, or emergency planning work.
- Equivalencies - Have a Bachelor's degree from an accredited college or university and six years of experience in performing urban, regional, transportation, environmental, sustainability, or emergency planning work.
- Completion of postgraduate education in urban, regional or emergency planning, sustainability or environmental studies, public administration, public health, transportation or a closely related field from an accredited college or university may substitute for two years of the required experience.
